windows 7 repaired my gpu fan

I have a Point of View 9800GTX+ and this one comes with low cost about 50mm fan. Using XP, it constantly didn't start spinning at boot, causing overheating later under load.
Now in 7 the problem is gone. I think it's because of drivers.
