windows 7 restart or shutdown stays at shutdown screen

New laptop lenovo ideapad from january i run a lot of programs for engineering on it works great. But it seems after a while online listening to music and browsing flash/shockwave whatever begins to crash if i exit out of chrome i cannot re open but i can open ie. running mcafee enterprise and antivius and have a malware detection program i've had similar setups in the past and never had much of a problem or at least anything i couldn't handle myself. so when i go to restart after these problems it sits at the shutdown screen and the swirl timer keeps swirling until i get pissed and force shutdown holding the button. is this a problem with win 7 os or is there something still running in the backround that i can't seem to find?

Just as a test, uninstall McAfee antivirus tool and install MSE.

You might also try shutting down after a clean start:
