Windows 7 rights and permissions for audio files

I have two partitions on my harddrive, one for the OS files and programs(labelled C), and the other for media and audio files(labelled F). Since I have multiple users, I made a folder for each user on the F drive to store the audio files. How can I make it so only each user can modify/add/delete their own files in their own folder on the F drive, but still be able to play files from another user?

Add all the users to each of the User's media folders in the folder permissions.

For each user's folder set permissions to self as "Full Control" and other users as "Read only". Remove all other extra permissions from folders.

I was able to do that but other users are still able to modify the files.

For this to work everybody should be ordinary users and not administrators. Remove the Administrators group from the permissions also.

I have a few problems with that:

-There's only one admin and I'm using that account to modify the rights otherwise UAC is giving me problems about not having admin rights when trying to change the permissions.
-I'm able to deny normal users to modify files, but now users can't even change their own files. And when I try to remove that setting, it's telling me "access denied" even though I'm using the administrator account
