In Personalization settings I do not have the option at all to allow pictures to fade:
I have already been throughout the forums and unchecked the "turn off all unnecessary animations (when possible)" in the Ease of Access Center:
I have also optimized visual effects for appearance:
And I have also tried the solution here.
Any suggestions?
