Windows 7 Search... broken?

When I have Explorer open and enter "New York City", including the quotes, and tell the Search to search within files, it returns the names of all files containing the word New, OR the word York, OR the word City. What am I doing wrong???

On XP this is SO easy to do!

Alternative would be.... is there a version of grep that runs on Windows 7? If it matters, this computer runs Windows 7 Pro 64 bit.

The way it works in mine is every letter you type (without quotes) narrows down the possibilities. Try typing one letter at a time and see what happens. I always start from the C: drive.

start menu search is your friend on this i suspect,

Start menu search will search for exactly what you type starting from the first letter, explorer has a wider net:

example: lets say i have 4 files on my computer, called Office Schedule, Home Schedule, Football schedule, and Golf schedule (yeah i know.... i was running out of things to schedule )

if i click start and just type schedule in, it will come up with nothing, or if it does come up with something, it wont be what im looking for because it is looking for files that BEGIN with the word schedule, If however i type Office it will find Office schedule, likewise if i type Office schedule, it will find it.

On the other hand, If i go to My documents, and click the search bar in Windows Explorer, and type schedule, it will find all 4,
