I suggest looking through the startup tab of msconfig and see if there is anything noteworthy.

I think you could approach the problem with a two prongged approach. Try starting in safe mode, if the problem does not occur, use the clean boot procedure to determine the cause.

I Would also add to Richard's comments that if you can startup in Safe mode without this issue occurring, then you might want to scan for Malware, using Malwarebytes which is free and highly effective.
If that turns nothing up, get the Win7 CD out, boot to CD and do a startup repair.
