Remove any tv or 2nd monitor. Use only 1 monitor connected. Try to boot up now.
Do you hear any sounds ever, like Windows' startup sound? Does Windows Key+P do anything for you?

Don't think so, no. Anything is possible, but again, I don't
think so.

I started with only 1 monitor connected, using onboard graphics card too. I tried windows key + p but nothing seemed to happen. I dont hear any sounds except for the beep coming from the case when it starts. I also tried downloading graphics drivers for my card and installing them from disc, copied from another computer, but it wont even boot from disc Q_Q

Boot the Windows 7 DVD, then after the language choice, choose “Repair my installation” in the bottom left corner the button.
Choose “Startup Repair”. This procedure will rewrite your boot sector and will replace the boot files.
If this doesn’t work, try to boot again but this time choose “Open command prompt” from the above menu then write Bootrec /RebuildBcd command

Have you checked in your bios to see if your optical drive is listed before your HDD in the boot order?

Since I do not know what a TPM is, I have to ask if it is a Trusted Platform Module. If it is, would that be used in connection with an OEM install like a Dell?
If not, is it something that can be turned off in the Bios?
