Solved Windows 7 taskbar problem

I have just installed windows 7 home premium x64 on my laptop and it had windows 7 on it before but it didn't have this problem before, I hover my mouse over the program witch is running then it does this, I can't explain what it does but I can show you by screenshot, how can I fix this ?

When you hover over the icon that is just telling you that it can be minimized and or selected to start obviously but there is really nothing wrong with your computer..

Are you using a Basic theme instead of Aero?

If you are using Aero, have a look at this.
