Windows 7 Thumbnail Taskbar Won't Launch Programs Only Can See Them

I'm running Windows 7 Utlimate 64bit, just started happening , when I click a folder or program on my desktop won't launch the program only will show in the THUMBNAIL TASKBAR on bottom and I can see the preview whats opened when I hoover over the program to launch as well NOTHING HAPPENS did I disable something I don't think I did please HELP!!!

This situation arise when you change your screen solution and mostly seen when you change your monitor which have different resolution.
Use the following steps to solve the problem
1. close all opening windows (optional: help decrease the confusion with other running applications)
2. Alt+Tab - then select the program window that is having problems.
3. Alt+Space - this will show the program's window's menu that have the "Move" option.
4. Memorize the location where the menu appear (usually on the left or the right corner of the screen)
5. Navigate to the "Move" option then Left-Click/Enter
6. Hold the Arrow Keys using the opposite direction with where the menu appear to move the until you actually see the program's window. (e.g Menu appear on the left corner --> you hold the Right Arrow key)
