Solved Windows 7 transparency issue problem

Hello. I have a problem with windows 7 transparency causes this strange deformation as sawn in the picture. It happens often and when i move over the cursor or click near the area it dissapears. Does anyone know about this problem and what the reason i have it. I tried uninstalling ati drivers and lowering the resolution but it still happens. Sorry for my english and thanks in advance for any help.

OK i figured it out and I want to inform anyone that may have the same problem with me. I've noticed that my graphics card (ati radeon hd4670) has very low frequencies on idle, for better energy efficiency. Timings were core:165mhz(stock750) and memory:300mhz(stock800). The color deformation caused only when video card was working on low frequencies. I flashed the bios of the card using RBE and ATIWinflash programs which can be found on techpowerup.com. There is a good documentation on how to use these little programs. What i did was only to raise the lowest frequency of the memory from 300 to 500MHz. This solved my problem!
