usually yes but available is about 3.3 depends if you mobo allows pae

Any 32-bit version (not just Ultimate) should "recognize" up to 4GB as present, but only be able to address in the range of 2.75-3.25 GB depending on your system.

With 4GB of RAM, did you consider Windows 7 64bit? It is definately the wave of the future. I have been using Vista or Windows 7 64 bit for more than a year. I have had no problems and think that it is great. As time progresses and 64 becomes more and more popular I will be ready.

For my rig 64bit is dramatically faster than 32bit (I am dual booting 7x64 and XPx86)

Definitely. Even some of the older 32-bit applications that are pretty resource instensive are running faster on 64-bit. I switched over to 64-bit with the release of Vista way back when, and have never looked back.
