Windows 7 Ultimate 64 Freezing New Install

Hi there, I bought Windows 7 Ultimate 64 Retail to replace the RC I was previously running. I didn't want to keep anything so I completely cleared and formatted my Drive, did a new fresh new install, all seemed to go ok, it gets to where it says preparing desktop for first use or to the actual Log On Screen and it then Freezes and the screen will either flicker or go a Crazy Psychedelic Green and Black Pattern.
To me that says Graphics Card Problem but I wanted other opinions before I go ripping my Card out and sending it away.

I know it's not a Hard Drive Problem as I have tried installing on both my old Cleared Hard Drive and a Brand New Hard Drive I bought to try (which will now be my Slave), it happens on both. Also not the Memory as I bought 4GB of new memory to try aswell but it still happens with the old 4GB, the new 4GB and all 8GB Installed.

try running in safe mode, if everything is ok, then it points to a graphics card issue,post back and let us know the results :)

OK it boots fine in safe mode with no freezing.

While in Safe Mode with Networking I downloaded the latest Driver for my Card and Installed it, then restarted in normal mode, was able to log in but about 20 seconds later when I went to go to Windows Update it froze again :( Screen didn't go crazy colours this time though, just frozen.
