Windows 7 ultimate 64x STEAM ERROR

i have been using windows 7 for a long time and it works great.
but i have a problem.

when i install steam it works perfect but when it tryes to update steam and it reach 20 %
it says

ERROR

Steam.exe (main exception): ERROR: deleted steam.exe but the file is still there


so i try to run it as admin but there is no function that allows me to run steam or steam install as a admin.

all other things i can run as a admin except steam i guess.

and my UAC is not disabled its on recommended settings

so i need help with this i hope someone knows how to fix this
