Windows 7 Ultimate control panel crash

My operating system is Win 7 ultimate. The problem I have is that when I go into the links in control panel, such as power options, sometimes it will say "the page failed to load", the it will said "windows is checking for a solution", then "Windows explorer is restarting". This problem does not happen every time, but once in a few times, but it seems to happen with any link in control panel. It will say "page failed to load", then when I try to go back to the previous page, it will say "explorer stopped working".

My computer is a Dell XPS studio 1640, P8400 2.26ghz, win 7 and my video card is an ATI 3670. Thanks in advance for the help.

okay i found a program called anark installed on my computer and by the way i had the same problem so i uninstalled anark and it said it couldnt find the uninstaller.Then it said it will remove the folder and something else and then you restart your computer and it WORKSSS!!!!!!

This issue is resolved by update the IDT 92HD73C1 Audio drivers to the ones released on 9/23/2009.
They can be found on the dell website.

Thanks for the suggestions though.
