When installing windows on my hard drive and I chose ask me later for windows update on install, would it be like choosing "never install updates" or would it download updates like normal?

Just need to understand what this command does, I know I can change it after install I was wondering what it does if I didn't and just kept it on ask me later

Not sure when that choice is given. You can have it ask you before installing if that's what you mean.

But Updates in Win7 are perfected and critical to safe browsing and best performance so i would set them to automatic as the failures we see are so few that it's literally one in millions of Updates.

This includes optional Updates which is how newer drivers are delivered.

After installing, I believe, you will get a popup window asking about installing updates again, at which time you can choose the action you prefer. So, it is not truly like never install. My preference is to notify me about updates and let me choose the ones to install. I use my computer at home and have never found a need to install updates that require direct access to my computer; I think the term used by MS is "local access." Also, .net framework is somewhat finicky and updates for it can be troublesome. Lastly, installing several updates at one time seems a bit risky to me. You have multiple updates attempting to access different areas of the computer, more or less, simultaneously. I choose to select the updates independently and for those requiring a reboot I allow them to run one at a time. That's just my preference, others will, I am sure, have their own opinions.
