windows 7 update fails code 8024402c

installed windows 7 sp1 from dell restore cd onto dell laptop.
have all drivers installed.
have reinstalled from restore cd 3 times now, I continue to get error code 8024402C when trying to do windows update. I have tried leaving it on fully automatic update, the no updates do manually setting, and everything in between.
IE11 and firefox get on the web with no problem, the only other software installed is security essentials and this failed update happens before installation of that. I am positive no software installed afterwards is causing this problem, as i have done re-installation of windows 3 times now including blanking the hard drive.
this last time i have manually downloaded and installed IE11 and .net 4.5.
I try the microsoft windows automated update troubleshooter which downloads windowsupdatediagnostic.diagcab. It reports:

1) windows update error 0x8024402c(2015-03-22-T-01_36_33P) - not fixed.
2) service registration is missing or corrupt - fixed.
3) problems installing recent updates - fixed.
4) problems installing recent updates - fixed.

I go into the detailed report for the above, it shows everything fixed in green including the (1) that says not fixed, and doesn't allow me to do anything else.
the other microsoft troubleshooters i've ran all say no problems detected.
what do i do from here?
the few other things i've found online i've checked, settings are already that such as internet options lan settings automatically detect.

I have had this error recently, so I got on the horn with Microsoft and they had me do what they call a 'repair' install. This is essentially just 'upgrading' to the same version of windows that is installed.

The 0x8024402c error is due to the computer being unable to connect properly to the update server. This is mostly due to interference from Firewalls and/or AVs
Since you did the reinstall, what AV was installed by it? how did you remove it? What AV is currently installed?
