Windows 7 Wallpaper and Theme Problem. Cant change both

Hi Guys!

I have a problem with my Windows 7. It appeared two days ago, and still i couldnt fix it. At first there were three problem.
When Windows is starting,
firstly - googletoolbarnotifier.dll
secondly - vaultcredprovider.dll
and the last one was the personalization part.

those dll files was broken. I fixed them. but i couldnt fix the personalization part. When i click right mouse button, i see the personalize, but i acnt click on it. When i tried to access it from control panel, same result. i cant click on it. Any idea what can i do ?

My operating system is Windows 7 Ultimate 32bit
My laptop is Asus N51VN.

System files must have got corrupted. Open command prompt as an admin and fire the commands below,

sfc /scannow

Wait for it to finish, once completed, restart and check.

İ tried the scannow. and it said there were some errors, and couldn't fixed them. they logged in a folder as cbs. But i cant open that file also. im gonna try system restore.

i installed the system again, there were nothing to do. this "windows.old folder" is very useful by the way. thanks to that it didnt take my time so much as the other operating systems.

but also i still wondering about why is this happened. i'll keep checking this topic for any idea.

However, Its nice to know that your problem is fixed.
I saw another person faced the same problem. It may be either a virus (the chance is much lower) or a windows update, that is not installed properly.

Better you keep checking the forum :D you will have a lot of nice ideas.

I've run into very similar problems many times. Usually, if your missing an icon, and functionality, it's due to a registry error. Be sure to backup your registry after you see everything working perfect on your PC. That way you can always restore the registry when you come across a glitch like that. That has worked for me countless times. Registry cleaners like CCleaner, and others tend to delete icons when you have removed them from their default intallation directory [like the desktop]. Restoring the registry almost always restores them. It's a good practice to have an uncorrupted registry backup anyway.

That was weird. i looked for same problem on the web. Many person had this problem but, noone can fixed :D so, im not sure that i will have nice ideas about that anymore :D
