Windows 7 will not boot

I am currently running Windows 7 RC. Yesterday it freaked out on me. When every i turn my laptop on it attempts to load Windows. It goes into startup repair (for several hours) and comes back and says cannot fix problem. It does the same thing when attempting to run in safe mode. I went as far as to try and install Vista, but it fails to install and sends me back to the repair options (none of which work). At this point, i have no problem with just reformatting and starting fresh (with Vista), but i cant even figure out how to do that with out getting windows to start. Any help would be greatly appreciated.

i tried to boot to vista cd, but after about 30 minutes of trying to install, it says it cant install to specified drive and recommends the repair options (which all fail)
