Solved Windows 7 won't boot/come on

WHen I download the Rufus USB Creator to my USB, everything is blank. There are no options as shown in the first photo under Step A. What am I doing wrong?

It looks as if you download Rufus to a working computer...

If you want to create a Live Linux Pen drive, you should download Rufus and the Linux distribution ISO to a working computer.

Yes, I am downloading it on a working computer...this one, the one I am using to get on the internet with..a laptop. So..????

I finally borrowed a Windows 7 Disc. When I changed computer to boot 1st from CD-DVD ROM, the monitor screen is black. The keyboard lights come on...now what?
