I used the Acer recovery system to restore it to factory conditions with all my files backed up. When it was done installing a error message appears when it says starting services "windows cannot complete the installation to continue installing windows on this computer restart the installation". It restarts after I exit the message and does that every time I turn it on.

I'm using windows 7 home premium 64 bit

Hello there. Try this
Reboot the pc,and press F8 while it's starting. Then you'll see a new screen, and enter to Safe Mode. Try to restore your system.(Note: You cannot undo system restore if you perform system restore from Safe mode.)
And after that do a StartUp Repair.

Also I never made any system restore points. I have the startup repair on a disc, I tried it once. Should I try it multiple times.

Actually, using the startup repair disc I got on system restore and there are two points to restore from. But it says I need to enable system protection on drive c, what does that mean I have to do?

Did you run Acer eRecovery from its partition or the disks? Do you have the disks?

Try running it again:

How to recovery your system from bootup

  1. Locate the Alt key, to the left of the space bar, and F10, on the top row of keys.
  2. Power the system on.
  3. When the system is powered on, tap the Alt and F10 keys together at the same time when the Acer splash screen appears.
It should state "Please wait a moment..." with the Acer logo in the upper left hand corner.
  4. At the eRecovery Management menu it will ask you how to restore.
  5. Click on the restore option you would like to use.

If the partition won't run correctly after several attempts, try running the Recovery Disks if you made them. You may need to wipe the HD first: SSD - HDD Optimize for Windows Reinstallation

If you don't have the Recov disks you can use a Win7 retail Installer for your version, following these steps to get a perfect reinstall of factory OEM: Reinstalling Windows 7

As the Acer partitioning tool has been used on the HD, you need do a Clean all & full format.
Than use the Acer Recovery Disks.

Do a full clean & full format in command prompt.
Type in command line
DISKPART
LIST DISK
SELECT DISK # (win HD)
CLEAN ALL
CREATE PARTITION PRIMARY
SELECT PARTITION 1
ACTIVE
FORMAT fs=NTFS
ASSIGN
EXIT
EXIT
