Plug the mouse into a different USB port and see if it helps. Do you have another mouse you can try?

Does the mouse click functions work in the BIOS? Boot to the BIOS (Setup as Dell calls it) with F2 at power on and see if it works in the BIOS. You could also boot and run the Dell diagnostics and see if the mouse functions in that or if the diagnostics find any problem. F12 at power on will allow access to the diagnostics.

Does the Device Manager show any error for the mouse?

The next step would be to uninstall the mouse in the Device Manager then restart Windows but you would have to restart the PC with the Keyboard. The Windows key will access the start and then use the LEFT arrow key to access the "Shutdown" and then I think Enter will shut down the PC. Restart the PC and when Windows starts it will detect and reinstall the mouse. If there were a corruption in Windows for the mouse this will fix it.

I don't know about a conflict, but there is something corrupt, whether its the mouse driver or in Windows.

Do you have any other "pointing" device attached?

Try the uninstall again, but this time check the box to also uninstall the driver (if you are able).

I don't think a System Restore, back to an available restore date when it did work, will help but that's something else to consider.

Although I don't like to suggest it, if you don't have the latest BIOS version considering upgrading and see if that helps. The mouse should work in the Setup (BIOS).

Reinstall the Intel motherboard chipset drivers, too, and see if that helps. The only chipset driver is an old 2008 version listed on the Dell downloads in the Vista 64 bit driver section. www.support.dell.com

This is a relatively old PC. Dell does not officially support Win 8 on this system, but since they have Win 7 64 bit drivers, Win 8 should work OK.
