Seems a malware problem. Do the following:

Please download and run this tool.

Download Malwarebytes' Anti-Malware from Here

Double Click mbam-setup.exe to install the application.
  • Make sure a checkmark is placed next to Update Malwarebytes' Anti-Malware and Launch Malwarebytes' Anti-Malware, then click Finish.
  • If an update is found, it will download and install the latest version.
  • Once the program has loaded, select "Perform Full Scan", then click Scan.
  • The scan may take some time to finish,so please be patient.
  • When the scan is complete, click OK, then Show Results to view the results.
  • Make sure that everything is checked, and click Remove Selected.
  • When disinfection is completed, a log will open in Notepad and you may be prompted to Restart. (See Note)
  • The log is automatically saved by MBAM and can be viewed by clicking the Logs tab in MBAM.
Note:
If MBAM encounters a file that is difficult to remove, you will be presented with 1 of 2 prompts.
Click OK to either and let MBAM proceed with the disinfection process.
If asked to restart the computer, please do so immediately.

I am not sure this is the answer. I feel that W7 does not rcognize the file because it is from a small company making specialized equipment. I have Norton running full time which should take care of malicious "malware". W7 Defender and Firewall have been taken over by Norton so what part of Windows actually stops the program?

I have the same problem when I try to install WinBubbles

First windows blocked the zip file, then it stopped the installation. I unblocked to zip file, but I'm not sure how I can unblock the Installer.exe file, I can't find any option for it.

I have never experienced this before and to honest I'm very tired of windows 7 control over my actions. I have disabled many warnings and security issues, but this time windows 7 beat me. I'm very thankful for any suggestions and solutions that can fix this problem.

You could submit the file to VirusTotal and see what they have to say about it.

VirusTotal - Free Online Virus, Malware and URL Scanner

A general search doesn't show it as a threat, however, the source you got it from may have a compromised version. Or it could be a compatibility issue.

Thanks for your suggestions. I used virusTotal and it did not find anything on the file or the url.

I installed windows security essentials yesterday, it should not surprise me if that have something to do with it. But I can't uninstall it, there is no uninstall link.

I dont think this is related to a virus or something like that, I have never experienced this before today. Maybe security essentials changed some settings to allow this to happen.

I managed to run the program I was trying to install without installing it, but I still can't install it. So I will continue to look for a solution to this annoying problem.

Win 7 already has the 'Bubbles' screen saver. Are you trying to get "FlowBubbles"?
