Windows cannot access the device, path or file...

Hello,

I'm trying to move a file to another folder on local hard drive but I keep getting this error "windows cannot access the device, path or file. You need correct permissions...."

I have tried everything:

- disabled the antivirus and firewall
- disconnected from the internet
- downloaded "Unlocker Assistant"
- Downloaded "Take Ownership"
- Edited the permissions correctly

and I'm still getting that error. I cannot even double click the file.

I'm running Windows 7 - 32-Bit operating system

Please help.

right click the folder > property's >security> find your username and press edit > and check "allow full control"
