Windows cannot access the specified device path or file

Hello
I have just installed a fresh copy of windows 7 Ultimate 64 bit. After configuration is done, i am not able to access any folder or any programs not even control panel at all, its giving me the message "Windows cannot access the specified device path or file. You may not have appropriate permissions".
Please help me out.

I have a Dell Inspiron core i5 N5010.. my previous version was Windows 7 Ultimate 32 bit. I got an installation DVD of windows 7 which is already activated. I tried re installing many times, but its still giving me the same error.
