Solved Windows charset

I don't really know where I can ask my question, so please move my post if it's not the right place.

I'm looking for a way to change Windows 7 default charset. I explain: when I use the Right click -> New -> Text File, the encoding is ANSI, I'd like Unicode instead. I know I could use Notepad++ or an other software to create files, but I'm used to do it that way.

Any idea ?

I thought unicode was the default for Windows??
However, try this:

1. Open Region and Language in the Control Panel,
2. Click the Administrative tab, and then, under Language for non-Unicode programs, click Change system locale. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
3. Select the language, and then click OK.
   To restart your computer, click Restart now.
