Windows Crashes while Booting

Hello,

I have recently installed a new Graphics Card. It worked fin on my PC, but sometimes Windows would Blue Screen and restart. This started occurring more often. I thought that it might be due to my old motherboard, so I upgraded my Motherboard and CPU. After I rebuilt my PC with the new parts, I startup windows and after it displays "Starting Windows", It blue screens and crashes. I have done startup repair multiple times and tried with command prompt, booting a previous save, none of these have worked.

Help would be MAJORLY appreciated.

Also have a pretty bad speaker setup which is a klipsch promedia 5.1 surround speaker setup with huge subwoofer and lg blu ray player/writer. Also a hp officejet pro 8600 plus wireless all in one and a logitech s7500 webcam.

Is there a way to do this from the Boot screen? As mentioned, I cannot access my PC as windows crashes on startup.

I have gained access to my PC, but I still get BSOD randomly it seems.
