What version of Windows 7 are you trying to install, and is it 32 bit or 64 bit? Where did you get the installation media?

Is this for the OS which came preinstalled on your Dell in specs? If so read over these steps to Clean Reinstall - Factory OEM Windows 7.

In particular follow the first two steps to download the latest official installer for your licensed version, burn to DVD or write to flash stick using tool provided.

If following the rest of the steps isn't enough, then wipe the HD first with Diskpart Clean Command.

You may also still be able to run built-in factory recovery or the Recovery disks if you made or order them: Dell Restoring Your Computer´s Software to the Factory Settings

its maybe a iso burned DVD....

It's either a Microsoft branded DVD or it's one you burned yourself. Which is it?

If it's one you burned yourself, you need to burn them at the slowest possible speed. Burning at faster speeds causes problems for me with Windows DVD's.
