A couple days ago, I noticed that my laptop was not yet rated with the windows experience index, so I plugged the laptop in to ac power, set the power plan to High Performance, and ran the rating. However, it failed at 99% complete with a weird hard drive read error. I've attached a couple of pictures of me re-running the test again, with the same result:

Is it connected to the internet?

WEI needs to be online in order to do the rating.

You can also try to clear all scores and rerate the system under advanced tools under performance information and tools.

EDIT:

Looking closer at the screenshot, you might want to run a http://www.sevenforums.com/tutorials/433-disk-check.html

index performance 3.4...not too bad for 10 yr old system
Okay, so I ran the disk check, and it came back with no errors or fixes, re-ran the assesment(and the laptop is connected to the internet), but it still had the same issue. Could a "mklink /J C:\Users D:\Users" symlink be the issue? My Users folder is actually located on my D:\ drive with a junction link on C:\, so that windows can keep using "C:\Users" instead of me trying to hack the registry and change every single reference to the new users dir. Could that be the problem? Here's a picture of my Disk Management:
