Windows explorer crashes -restarting loop

Using an HP G42 laptop with Windows 7 Home Basic OS.

Around 15 seconds after booting into Windows, a window pops up 'windows explorer has stopped working..windows is checking for a solution to the problem...'

After a couple of seconds, a window pops up saying Windows Explorer is starting, and then the previous windows pops up again.

I can't access any other programs when this happens.

I've tried running in safe mode, and this issue doesn't come up. If done checkdisk, but this hasn't resolved the issue.

Any assistance is very much appreciated.

This is often due to application or service conflicts with Windows explorer. It can also be due to Windows corruption.

Will I be able to run these in safe mode? I'm not able to run any programs because windows explorer keeps on crashing and restarting, even before I can access programs from the start menu prevent on the desktop.

I have seen this problem today on 4 pc's all 7x64 (Dell pre T7400, Lenovo T410s, Dell xps 1330) and expect more to come.
first 3 are win7 enterprise and last windows 7 ultimate.
the issue seems user dependend, does not appear in the save mode, does not appear after running msconfig with windows services only). so software and user related problem. software in common: IE 8 or 9, microsoft office 2010 and MSE.
Latest set of security patches is on the first three pc's applied.

I tried both recommended ways to determine conflicts.

clean startup didn't resolve the issue, and neither did the sfc /scannow method.

Any other ideas on what might be the problem?

I did the disk check with scan and repair of bad sectors. Problem wasn't resolved.
Did the system restore, but unfortunately windows said both of my restore points were damaged or corrupted.

Any more ideas?
