windows explorer not working

Whenever i try to login to a user only get a black screen and two windows telling me that windows explorer couldnt start. Ive tried using system restore in safe mode but it still hasn't worked. I would be grateful for any info on how to fix this.

Can you do an repair install, boot up with your Windows DVD
