Windows Explorer - Opening in new windows

I only started noticing this a few days ago but when I open Windows Explorer and open another folder Windows Explorer will open that folder in a new window. I've done several things to attempt fixing this error but none of them have worked.

So far I've done the following:

I've checked the folder options to make sure Explorer opens in the same window
I've checked the option to open in a separate process, and killed explorer and changed back to open in the same window

I've run a command prompt that attempts to apply a fix to a specific .dll the command prompt command was (regsvr32 actxprxy.dll)

I'm lost and I need some suggestions, do you guys have any?

I read something where someone suggests using a registry edit but I'm not sure if that will actually help.

If this only started recently, then you could also do a system restore using a restore point dated when it worked properly to hopefully fix it.
