Windows Explorer (scroll bar)

Ok I will try my best to describe what is happening.

When I open my windows explorer to see all my folders. The scroll bar on the left hand side that scrolls through the folders keeps scrolling on it's own to the bottom. When I click on the up arrow to scroll up, it overtakes and scrolls to the bottom again.

Does anyone know why this is happening, or how I can fix it?

Hope this makes sense.

My solution would be to adjust your mouse setting from the control panel and to adjust the touch pad settings. It is probably one of the two. My guess is, the touch pad.
