Windows Fax & Scan not scanning

I have a Hp c7280 photosmart all in one printer that works fine on XP but the scanner will not work on Win 7. This printer is attached by USB. Why wont the scanner run from this program? There has to be something missing perhaps the twain drivers? But you know i have downloaded and installed and uninstalled the Hp software for win 7 for my printer 12 TIMES! It will not scan from WIN 7 even though it is a compatible printer. Where can i go to get microsoft to fix this? It will not scan from any 3rd party software i have used. It has to be something missing in Windows 7. I have the original disc to run on XP but i do not know how to get this Win 7 to take the disc. Is there a way to get win 7 to take this disc? Every now and then maybe 4 times in 6 months the scanner worked from Windows Fax & Scan. Why not everytime? Does microsoft even know about this problem? Can someone help me? This is an expensive printer and was not even 2 years old when i got this win 7 computer.

Did you ever try to run it from Paint (in All Programs > Accessories)

trying to scan from paint

yes i have tried every program. It says it cannot retrieve from scanner. Got any more ideas? Paint has never made one scan.
