Windows firewall - A quick question about blocking outgoing programs

I've set it so windows firewall will block any outgoing program that doesn't have a rule assigned. I'd also like to know if there is an option for it to tell me when it does do this and allow me to unblock it with this notification (Much like the notification of blocking incoming connections).

So far I haven't found a way to do this. Windows 7 Firewall Control Plus can do this. They have a free version and paid. I have a paid license but don't use it any more.

The best that I can do is setup an audit policy for failure:enable to Filtering Platform Connection. Then add a Custom Event View for blocking Event 5157 and then create a custom task with task scheduler to present a popup for that specific event which is pretty much useless. All the pop says is to check the Event Viewer(Custom) for more detailed info. The detailed info is detailed but it's a hassle to open event viewer for this. At first, I left it open for quick viewing but now I have the outbound rules all setup for what I have and rarely see the popup message anymore.
