I would very much like to modify how the hotkeys work within Windows. More specifically, I want the WIN+TAB aero hotkey, as I'm holding it and going through the windows, I want to be able to hit left arrow to restore the tab and right arrow to close the tab / minimize it depending on if I have control held. Then as I'm hold WIN+TAB, instead of hitting tab over and over again to cycle through the windows, I want up arrow and down arrow to cycle / reverse cycle for me.

How would I go about doing something like this? AHK or AUTOIT?

ahk has a better hotkey implementation. It uses keyboard hooks by default. The auto repeat behavior I've never used. You can get help with coding here:
View forum - Ask For Help ? AHKScript

also look in the Scripts and Functions forum in case something close to what you want is already available.
