Windows installation problem

I recently have had a few hardware changes in my computer. new cpu. pc have 250gb hdd. I have eveything installed and i go to install windows 7 64bit. from a USB i have done this may times before with no issue. I make the usb load first device. I get "windows is loading setup" with a white bar loading across the screen. Then all looks normal and it has the windows 7 starting windows logo. but the logo never spins it just says "starting windows" and just gets stuck there. i have tried installing from cd. removing ram. switching raw switching hdd....What could this be?

Reset the BIOS to defaults: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

While in BIOS setup set SATA controller to AHCI to try install.

Download and burn to DVD or write to stick the lastest official Win7 installer ISO with the tool given, then follow these steps to get a perfect Clean Reinstall - Factory OEM Windows 7.

If this isn't a new HD try wiping it first with Diskpart Clean Command from DVD using DISKPART At PC Startup.

Test your RAM for 5-6 passes or overnight: RAM - Test with Memtest86+.
Remove all but 2gb RAM to try install. Swap sticks to try again.

Unplug all other HD"s and peripherals. Check your connections, swap out cables.
