Windows Installer Service cannot be accessed.

Okay, so i was trying to install .Net Framework 4.5, when all of a sudden, it rolls back the download, and displays a message "Installation did not succeed, .Net Framework has not been installed because: The Windows Installer Service could not have been accessed. This can occur if the Windows Installer is not correctly installed."

I've tried numerous workarounds, this includes restarting the Windows Installer service and SFC repair. I checked out the services.msc and the Windows Installer is running and everything seems fine. but still i cant install .Net Framework 4.5, or any .msi packages for that matter.

can anyone help me out?? :confused:

I have tried both of the solution provided there. still nothing works. I think something is blocking the Windows Installer from installing update files or .msi files... ive also tried Fixit, and i cant seem to open it and has a runtime error 80070005.

i suspect its a virus wreaking havoc on my system. so i used MalwareBytes to seek n destroy. it removes several viruses from my system but did not resolved the issue.

got any more suggestions for me?? :/

I fully scanned my systems with Windows Defender Offline and removed 2 potentially unwanted threats. But the issue still exist..

do i need to run more bootable av programs just to makesure it is all gone?

Everything seems to checked out okay. its just there is still something blocking the windows installer for some reason. Maybe it has something to do with the registry?

or maybe the installer itself malfunctioned?

In addition to what was suggested by A GUY, if that fails......

Try this:

Download the windows installer option. Open the reg file-click yes and merge it. Restart.
See if the issue is now solved.

I also suggest you to post a new thread here to make sure you are clean from threats completely. That is not something you want to guess on!

EDIT:
Just noticed that was method 4 to re-add the service. Sorry about that.

OK, I don't know if you've done this.

Start> In search box type services.msc> Enter> Confirm the Dependencies in this screenshot are all set to Automatic, and Started

If not, change them to Automatic, and Start them and try a MSI again.

If still no joy, I have a test for you. Download the file attached at the bottom. Unzip it to desktop. Also have the MSI file you want to install on the desktop. Boot to Safe Mode and run the SafeMSI.exe. It should give you a confirmation that the Windows Installer service has been enabled. Now try and run the MSI and see if it succeeds.

I didnt do anything, but when i started up my computer this morning and everything was fixed by itself. I can install msc packages now.

It seems weird isn't it?? Maybe its because i updated my system prior to shutdown.

Thanks for the support anyways guys. I cant have fixed it without you guys :D

Did you restart after readding the reg key to restore the windows service? if not that is why.

Okay, there is another weird thing happend. The msi installer stopped running once i removed my external hard disk. it only runs when i have the external hard disk plugged in.

i wonder what could be the cause?? :L

Edit: oh and i did restarted my PC after the registry merge.



Edit: OH i think i knew what was causing the problem. it was my Avira Antivirus who was blocking the Registry from getting edited. It says to remove the Registry Block, i should run a fullscan of my system.

Could this be the key to this problem?
