I've been trying to 'install' a new program, but get the error message that my Windows installer in not working. Please direct me to one I can 'download' for free and that will do the same thing as the one that comes with Windows 7?

I can't give any help based on the minimum amount of information you are providing (you didn't even name the program you were trying to install)
That being said my first suggestion is to make sure you have fully updated your copy of windows (to a minimum of service pack 1)
There is nothing that can replace the windows installer service, any such thing would represent a horrible security risk if it did exist.

It's hard to give help based on what I have to work with here though it's quite possible that you have modified the windows services at some point for all I know.
