Windows Internet Explorer 8

When I try to access Programs and features, Internet explorer restarts, and I cannot use this feature. I have tried to reinstall Explorer 8 to fix the problem, but no go.
I cannot even install Explorer 9 Beta.

Is there a fix for this problem?

P&F should not launch IE. Are you accessing it via a shortcut or via Control Panel? If you create a new shortcut it's target should be "control panel\programs and features"
