windows is loading files...

I got a laptop its about 2 weeks old running Windows 7 64bit, and it just shutoff and now every time u try to boot if I get to a page where it says Windows is loading files with a progress bar that fills up twice but after the 2nd time it just stays on that screen until it shuts off again

it reminds me when you are installing windows. Did you install anything before shutting it off? Being truthful is the best way to get help.
