Hello.

My computer seems to lack important Explorer features, including an address bar and sidebar for the dialogs, for instance here's how a Save Image As... looks like:
j8f.png

Whenever I try to open a thing or it's folder from my Download bar, I get this:
6fm.png

Steam also refuses to open a Screenshot's Disk Location, but without any error.

This persists on all applications and browsers, except the default browser which has everything just fine.

I had a look at your systeminfo.txt file from an earlier BSOD you got help for 3 weeks ago. Based on that, please do this:

1. Download and save this tool to your desktop:
http://go.microsoft.com/fwlink/?linkid=52012

2. Run the tool, and then click Copy - ignore any errors if they appear

3. Use CTRL+V to paste the contents of the tool in your next reply.

Nevermind, solved it with a chkdsk.

For future reference:

A DELL OEM installed to a retail motherboard such as yours, and which reports as genuine, constitutes a counterfeit installation. You are more likely to receive help here if your installation is demonstrably genuine, and of course you are less likely to experience problems with the installation.
