On my friends notebook
(intel dual core CPU, 1.5GB RAM, 320GB HDD, Intel GMA950.)
windows lime mail 2011 (latest build) uses way too much cpu 60% or so and RAM usage goes up to 300MB and more. renders pc unusable
after some time it just starts not responding. have to end task.

Any info where to start in solving this problem?

and other question would be
i like to go change open windows using alt+tab, but its seems it can only open active IE9 tab is there a way using alt + tab see all the tabs open in IE9

Regarding last question.
Alt+tab meant to be used with windows, not tabs. To disable or intercept Alt+tab hacking is required at pretty low level. Alt+Tab works even when other shortcuts do not (Ctrl+Alt+Del, Ctrl+Shift+Esc).

So, as alternative I would suggest using other shortcuts to switch between opened IE9 tabs.

Let's say your IE9 is pinned to the taskbar and it has the first position, right next to Start orb.
Then you can switch between tabs simply doing Win+1.
If IE9 is pinned on the third place use Win+3,
fourth - Win+4
etc.

About the high CPU usage, I had the same issue but I opened internet explorer (who uses it?) and it went through it's initial setup procedures, disabled the addons and now Windows Live Mail is working fine.
