Windows live mail problem

I am trying to fix my mother's computer remotely:) Yesterday her Windows Live Mail icon had the blue and yellow shield on it. Every time she clicks on it to open the program it asks "do you accept the changes etc" Why is this happening? I have searched all over for a solution. She said a Verizon tech was logged on her computer a couple days ago. I tried a restore before that day but forgot Norton was running. Then I tried to retore again and it won't give me options for earlier days just today's date.

I would try disabling UAC, restarting the PC, and then renabling UAC. If it still does it, try lowering the UAC level until it does it no longer.
