Windows loads up a blank desktop. Processes work though!! HELP!

Windows 7 Ultimate.

My windows loads up normally, shows the "Welcome" screen but when it reaches desktop it is completely black and blank. no icons, no start menu. nothing.

Ctrl + Del works. I can run pograms from the RUN function in Ctr + Del and hence i am running IE now perfectly. Its just the desktop is not showing anything. Not even a wallpaper.

This happened randomly our of nowhere. I made no changes. All drivers up to date etc.

PLEASE HELp. WHAT DO I DO!!!!!!

I then ran this file after googling:

And it fixed it after a restart. However if i restart / shutdown after it being fixed it just goes back to being blank again, forcing me to reinstall the "shell fix" from the link again....

Malware activity can be another cause

Is safe mode with networking working?
If so run a scan of Malwarebytes

Same issue exists with Safe Mode.
