Windows not booting up. backup files not accessable.

Is there a way to access the backup and restore files on a hdd that won't boot up to the user login screen?

Dude, when I boot into the advanced boot options and select english there is no prompt to log on as a local user... Would it be completely adviseable to reformat the hard drive then boot from a new Windows 7 OS disc?
