Windows open in a new window

Hi, i have a problem, whenever i open a folder and then i open its subfolder it opens in a new window. I tried sfc scan, tune up utilities and ccleaner. I checked in folder options that "open each folder in the same window" is ticked.
Also when i right click onto a shortcut and then i click open file location , it does not work
Please help.
