When you push Ctrl + O you get that Explorer window, is there anyway you can make every single on the same size, through out the system?

This is a big one.

Are you referring to whenever you open Explorer, you want the windows to remain the same size? Generally, Explorer remembers the size and location of the last open explorer window.

And <CTRL>+<O> is not a Windows shortcut that I am familiar with. <WINDOWS>+<E> is what usually opens Explorer...

You could always do the tedious task of opening every last window you can think of and manually resizing them.....
Sometimes they save sometimes they dont.
But like i said tedious.....

Windows will remember if you resize the dialog box when it opens [after hitting CTRL+O], but typically only remembers the size of the box within that program, specifically. You have to resize each program's OPEN window as needed.

I have just tried this with my browser Safari (Apple  Oh My Gosh!) and I just use the mouse to stretch the window; next time it is the same size as before.

MitchellEve, you're talking about Open dialog boxes, right? Windows 7 allows you to resize them individually by dragging the lower right corner:

As far as I know there's no way to make a given resized dialog dimensions to be default system-wide.

I also hope someone will come with a solution for that, some registry hack maybe... It will be just great if it will work with Save dialogs too!
