I'm on a network of computers. Anybody know of a way that whenever a user changes their windows login password it writes that password to a database or at least send an email out with their new password or something

Do you have a domain that your computers login to?
If so then the active directory on the server will have the information
But, if all you want is to know when users of peer-peer networked computers have changed their passwords, My experience and gut feeling is the your somewhat out of luck as the password change can be done in a couple of different ways.
