Windows Picture Preview problem: shows images stretched

I have a problem with the picture preview function in Windows 7. when I right click on a JPEG image to preview it, it shows up completely stretched out or squished.

this happens with some JPEG's, but most seem to work fine. so far I have only seen it happen with images that I have saved from a webpage with IE.

this is the image I'm trying to look at (800x600px), this is how it looks like in the Preview window.

if I open it in photoshop, IE or any other program cabable of viewing images, it looks fine.

any ideas? I tried searching here but didn't find anything or at least failed to use the correct keywords.

Your searches may have been unsuccessful because it's actually called Windows Photo Viewer, not Windows Picture Preview. In any case, let me know if the link above helps at all.

I'm using a non-English version of Windows, hence why I had assumed the wrong name for the function/program, no wonder I didn't get any results...
