If you power on computer, you see a bios logo. It's a splash screen. Do you see that? On bottom it says how to enter the bios settings

No. I know what you're talking about and that part is blank for a moment. It doesnt show toshiba logo or anything either. It doesn't show up.

I also just checked and my bios is up to date.

I went to the toshiba support website to get the newest version and ran it. It said I had the newest BIOS.
I just did some research. Could it possibly be that I have "quick boot" enabled? Other forums and such say that this problem can occur when it is enabled. If so, how do I disable it?

Try continually tapping the ESC key during bootup....see if that works.

OMFG I'm a freaking genius. I was right. Quickboot was enabled. Just so y'all know. I had to hold F2 THEN turn the power on. Then I went through the settings and found that quick boot was enabled. I switched it to normal boot, saved and left. It restarted just how it needs to. Attempting to reinstall windows now. Thanks everyone for the help.

Did you remove all partitions first? Otherwise boot manager will be installed/updated on ACTIVE partition
